20. Stimpson J. Cat (Stimpy)

Just look at the big lovable buffoon. How can you not love him? It was tough for me to pick out which character actually made me laugh more between Stimpy and his sidekick chihuahua Ren Hoek. Ren had the psychotic screaming that was amazing, but it was Stimpy's peanut-sized brain and his antics that reigned supreme in my mind.
His genuine stupidity and carefree attitude combined with his amazing dance moves and ability to make hairballs put him over the top. He also makes a great pillow.

While he wasn't always evil, Evil Monkey now makes a living by scaring the crap out of Chris Griffin and living in his closet. Recently, he was given an entire episode titled "Hannah Banana", and while the over-exposure may end up killing the monkey in the end, I'll always have the first few times he made his triumphant leap from the closet.
